I wonder what the role of the UN's ITU would be in this matter.  The U.S. is
a member state of this organization (so is Cuba).  The purpose of this
organization is to divide up the radio spectrum and establish "standards"
("Recommendations") so as to not interfer with one another.  It must not
have much teeth as the U.S. and Cuba seem to enjoy irradiating each other
with RF.
