[IRCA] NE Oregon prelim TA's

Right after sunset, 0200-0212 utc, MW had many hets, some at pretty good 
level. Poor audio was heard on 747, 819 and 1575. At 0215 almost everything 
had disappeared, only faint hets now. Nothing but poor hets on LWBC.
Now at 0255 utc, 189 Iceland is producing poor/weak audio; MW has a few hets 
but nothing at a level to produce audio.
The strong east coast beacon on 198, DIW, is strong at 0255 utc too, and 529 
LYQ, TN beacon at weak level.
