Because if they wish to pursue the matter they have to measure it. It's
all well and good to know from reports that the hiss is there, but any
complaint must be based on the strengths of signals at specific
locations, otherwise it won't get anywhere. The readings atre one way
of proving that the interference exceeds permissible levels.
