[IRCA] TPs for 19 Mar

Rather a ho-hum morning here.  Fair number of carriers, but not strong, 
and only 774 reached borderline audio level.   Did note a fairly decent 
carrier on 1143 about 15 Hz low (slightly stronger than another station 
which was on frequency), which wasn't on my list of off channel stations.
