*** Correct. In winter, the D layer, which would normally block the
daytime E layer refraction, thins and permits some of that to get
through. The length of the darkness and shortness of lightm, especially
on more northerly paths doesn't allow sufficient time for the daytime D
layer to build back up to full strength.
