What you need is one of the old Conelrad receivers, the predecessor to the
current EAS.  Back then the alert signal was to drop carrier in a prescribed
fashion.  I think some had a relay closure activated by a loss of carrier.
You could get one of those and a cassette recorder with the on/off switch
jack on the side.  Most of the Conelrad receivers were halfway decent radios
in their own right.  Set an antenna aimed toward the desired direction, hook
the audio and relay closure from the Conelrad rx to the cassette recorder,
and sit back and wait.

They were tube rigs, rack mounted (usually) and dead reliable.  I think some
even had multiple channels available.
