[IRCA] WACE 730

With the recent news about WACE 730 running full power after sunset, 
I can add my voice to the chorus of those who have been hearing it.  
I heard them at 2131 on top with a legal BOH ID.  I was unable, 
however, to connect it with any specific programming.
