[IRCA] 279 & 774 only two heard

Hello,

Only 2 TPs heard on the  12-2-06.  774 JOUB (fair) & 279 Radio Rossii (weak).  These were heard between 0900-1000 UTC.  No TPs heard from 1420-1530 UTC.
