[IRCA] AM-DX site down, alternate OK

It looks like the main AM-DX site is down this morning.  I haven't heard
from the IT people.  Meanwhile the mirror site is working fine, including
the WWV info.  This does not affect the automatic WWV posts which are hosted
at my office.
