That's what I was figuring. Would that announcement also be used if the program which was on Channel 44 had completed, and the station did not switch back to normal programming? I'd love to know who it was, and maybe being able to figure out what was on Channel 44 last night would guide me towards that goal.

Sounds like someone's automation system got programmed wrong. The
announcement you heard is what CBS/Westwood One puts on their satellite
channels that are not currently carrying programming. For instance, we
run Penn State sports on WNTP, which is on CBS Channel 42. When we
check the satellite we get the "CBS Radio Network's Channel 42" all week
long when no games or other programming is on.
It's a good idea really because in keeping audio on the channel with
identifying announcements, it makes it easy for affiliates to check
their satellite feeds.
Usually when a station starts airing the announcements, they have
misprogrammed their automation systems with the wrong satellite feed for
that time.

If anyone can figure out who this is, it would put my demented mind at
ease. The announcement then 5 seconds of tone over and over. Now 0309
PT, and its been running since at least 2300 PT Sunday. All I know is
that its northeast of San Francisco. More info listed here just in case
someone later reads this and can figure it out. Dennis...thanks for
your help in trying earlier.
