I've done something similar with a tool designed for edging lawns.  The 
tool has a long wooden handle. and the business end is a half-circle 
with a sharp curved edge facing downward.  You'd  normally use it by 
slipping it between the edge of your sidewalk and the lawn, and pushing 
down to decapitate the grass blades hanging over the pavement.  It works 
just as well for making a small channel in the soil and then working the 
wire into the soil.
