[IRCA] New TIS in Chicago area - WQFE239

For the past few days I have been hearing a new TIS here in the Chicago 
area.

WQFE239 - Palatine, Illinois on 1660 kHz. Muicipal information and local 
weather forecasts. Good signals and seems to be getting out very well. 
Audible on the car radio even 18 miles away from Palatine.
