Yes, they have legal IDs, but not usually at exactly the top of the

When WQXR occupied the channel, I used to hear them fairly regularly
after KPMC signed off when I lived in Spokane. Sometimes, WQXR would
be on top even with KPMC on.
There is no doubt that you could have heard WQXR, especially with
the "Radio Disney New York" identification. I prefer a full ID, but
sometimes you have to take what you are given.
