[IRCA] NE Oregon TP's

Conditions were poorer this morning for TPs. LWBC Far East Russians were at 
almost their usual strength; and a het on 164 Mongolia, which is fairly 
rare. Audio on 774, 828, 1575 with 1575 doing better than usual at 1312 utc. 
Many MW hets with no audio. Beacons GA and KUT from PNG, now that I know how 
to find them using the narrow audio filter in CW mode.
