Proximity to the engine matters.  If it's at the opposite end of the car
from the engine, it gets less noise.

Most tires these days have an anti-static compound in them.  Years ago it
was an issue.  On a dry day do you ever get a static electricity zap
touching the door handle when you get in?  If not, that's not going to be
the problem.

If it is an impulse-type noise, then it's ignition.  A whine usually
indicates a bad alternator, fan motor or perhaps a wiper motor.  Do you have
a rear window wiper?  Sometimes that gets left on wuthout being noticed,
especially if the wiper arm has been removed.

Do you notice it with the ignition on before you start the car?  That could
be computer or fuel pump.  Most often the in-tank electric fuel pump is well
suppressed, but sometimes not.  Or, the suppression can fail.  It may be a
ground has fallen off somewhere.
