[IRCA] Whine/whistle from station on 940

Someone on 940khz is producing distortion and creating a whine/whistle on
930 and 950.  Heard while driving in nearby Joliet around 9pm CDT and again
at home at 10:20 pm.  Anyone have any ideas who this might be.  Loop bearing
is ESE/WNW.
