[IRCA] LRA 870 again a DX player

R. Nacional, LRA, 870 in Buenos Aires, has just installed a new 100 kW
transmitter, putting it back up to full capacity after many years running at
only 20 kW, per press reports. Details (in Spanish) in upcoming DX Listening
