[IRCA] Help with 1390 UNID Spanish station

Hello IRCA'ers.

It's that guy again across "The Pond."

Noted this morning at 0408utc on 1390. The station had a MOR music format and possible ID from a guy. The usual culprit here is Fe y Alegria in Venezuela. I can't here that in my audio clip. Please give a listen and as usual any help is much appreciated.
