[IRCA] No WJOX-WAPI in Toronto

... not even a hint of code or CW or anything, though
I thought I heard the words "This is a" on 1070 at
01:59:30 (approx time). In car in Toronto. WINA
dominant on 1070, CBA there too. 690 had what seemed
like SS atop any French!
