Radio blackouts are generally much more short-lived, and independent of
the geomagnetic storms which are described under the heading of "Space
Weather".

An R1 radio blackout is the most minor type of radio interference of
solar origination which is tracked. It is usually the result of a small
M-class solar flare. One has to reach the higher levels of M-calss
solar flares before one can reaonably anticipate any significant
geomagnetic storming.

Go to the NOAA's Radio User's Page and you'll find the WWV Broadcast
Documentation section.
