[IRCA] not TP 13 Dec Victoria version

Wellll, I did get a recording with about a minute of English lessons 
on 828 just after 1000UT, and the signal strength recording says that 
594 774 and 828 all likely had a bit of  audio just before 1200UT, 
but the radio wasn't recording then.  Otherwise...nada.
