[IRCA] Correction on 666 kHz, JOAK

Hello,

 

China or Vietnam were not heard on 666 kHz,  JOAK was in at 1400 UTC with time pips..  Just tried for China and Vietnam on 675 kHz and nothing.  Will keep trying.
