I think you had KPMO Mendocino, part of Jefferson Public Radio.  Check out www.jeffnet.org, go to the News and Information tab, at 4 pm they have "Open Source".
 
Good going... after years of trying I finally heard them this morning with an NPR ID.  Usually KAPL and/or KAZN hog the channel.

Listening to them in Northern California at 1658pt.  They were ending a show that was part of "Radio Open Source" and giving out info about Radio Open Source.  They disappeared abruptly at 1659, presumably sunset power/antenna switch.  I've checked all possibilities I could think of on 1300, as well as everything that I can find on "Radio Open Source" on the web.
