[IRCA] TIS on 530 with NOAA Broadcasts

This is probably a Sacramento area only question, but ever since I moved 
up here, there has been a TIS on 530 which continuously broadcasts NOAA 
weather info and never ID's itself. Art Blair seems to remember somebody 
on the list having info on this in the past, but doesn't remember any of 
the details. Rich T., was it maybe you? Or anybody else with info on 
this? Any help would be appreciated.
