A pirate, Rich? I'm thinking it's operating under Part 15 of the FCC rules.
The southwest part of Hazelwood has such a station at 95.1 MHz, operated by the
First Christian Church of Hazelwood. I can only get it by pointing the antenna
southwest; otherwise, Decatur, IL (WDZQ) dominates. I operated one on 107.1 MHz
during the late 1990s.
