Hi Patrick,
                 With regards to the outlet, there should be no voltage when
measuring between the ground ( the round hole in the outlet) and the neutral
( the longer slot in the outlet) . You should have 120 volts between the hot
( the shorter slot in the outlet and either the ground or neutral. Here in
Manitoba at my residence, the ground and neutral are tied together at the
service panel. If you take the outlet apart, the black wire is hot, white is
neutral and bare is ground.
