Hi Doug,

It could be a pirate or a Part 15 as others mentioned. I have heard a
few pirates through the years. I remember one in Portland on 1620 khz
years back run by some High School kids. I even went over to their house
and got a QSL. I heard it out here, but rather weakly. I think he was
putting out 5 watts or so.
