[IRCA] IRCA Bulletin

Hi everyone,

Phil Bytheway & wife are on a little vacation down the Oregon Coast. We
had a nice visit for a while this afternoon at the Seaside Factory
Stores. Anyway, Phil is without internet service while on his trip, so
the IRCA bulletin will be a bit delayed until next Monday 8/30. 
He wanted me to pass this along. Phil uses Net Zero and there is none on
the coast.
