Interesting!   There is a CP for 1700 kHz in Tecate.  I'm at work now, but 
will check this out tonight when I get home.

(If this is Tecate, it will mean CalTrans will have to move their station in 
South San Diego again.  WNSB415 had operated on 530 and 1610 before moving 
to 1700).
