What I usually hear on 3912 during UT evenings is
clandestine Voice of the People from South Korea and
the North Korean jammer against it. I don't know if they
are on the air at 1950, some listings show they sign-off
at 1900. You can check the parallel 6600.
Of course it might be some other station (a pirate?)
