Paul, this is brazillian portuguese. I believe that station is Radio 
Iracema, Fortaleza, State of Ceara. The religious program in the clip is of 
Igreja Pentecostal Deus é Amor. Another brazillian  station on 1300 kHz with 
this program is Radio Universo, São Bernardo do Campo, State of São Paulo. I 
believe that you heard Iracema, Ceará, listed as relaying programs from 
IPDA( Igreja Pentescostal Deus é Amor, Pentecostal Church God is Love).
