[HCDX] Belgium SW Question

Two questions:

1)  I realize that RVI Belgium ceased shortwave
broadcasts about a year ago, but can anyone tell me
when they ceased shortwave transmissions from Wavre
and broadcast via relays outside Belgium?

2)  Can anyone here in the U.S. hear RTBF's shortwave
transmissions on 9970?  I cannot get even a carrier
here at my QTH in the Southeastern U.S.
