Hi,

if not Radio Exterior de España (21570), this might well be an off-frequency
Radio Farda in Persian (Farsi), nominally on 21575 from Sri Lanka
(Iranawila), 0800-1400 UTC. "Farda" in Persion sounds rather like "Fardo" or "Fador".
Anyway, the music style of this US government outlet (mainstream US pop and
Middle Eastern hits) fits your description well.
