[HCDX] Test on 9480kHz ?

Hi All,

Can anybody help ID this one for me please?
9480 kHz. UNID. Test tones. Received here in Guernsey from 22.35utc,
18th,Dec.03 - sio:555 (9+40dB).
Very strong and fully quietening signal. Mainly test tones of varying pitch,
interspersed with silence, but also brief broken "Spanish" style music heard
between 23.34-23.53utc.
Any ideas greatfully received.
