Palstar R30 could be an interesting alternative.

Seems to meet most of your requirements. It's small, can be externally 
powered by 12v or internal AA cells, has an analog S-meter and a digital 
display, fast/slow AGC, and a good reputation as a well performing radio. 
You can get it with Collins filters installed.
