Peter,

Unauthorized it is, as the station manager clearly points out. Not 
off the Internet, however. I've checked and on shortwave you can't 
observe the same several seconds delay, which is peculiar to the 
stream being bufferized on a Real Audio or Mp3 server.

The station asks to keep on monitoring these frequencies and let it 
know if the signal is still there. So that they can report to the 
local postal police. You'll get some station stickers for your 
"reporting".
