[HCDX] RFPI USB back, on 21 MHz

Radio for Peace International, Costa Rica, has brought their USB transmitter 
back, on new 21815, heard Tuesday July 18 at 1910 during WORLD OF RADIO, 
//15049. A good thing, since 6970 is off for repairs. This may be 
experimental, and no doubt RFPI would be interested in reception reports on 
the new frequency: info@xxxxxxxx
