Yes, that's very easy !
You heard "Observatorio Cagigal, Caracas, Venezuela".
But there is audible an ID every 2 minutes or so.
It is not possible that an official broadcast station from the same
country transmits together with an utility station.
Could it be a pirate station or a mixing product ?
