Hmmm.....

WRTH lists Peru with -5UTC for "normal" time, and -4UTC for "summer" time (Jan
15 - Apr 15). I've always thought this was correct and matched the TC's heard
over the air on Peruvian stations.

This URL has -5UTC listed for Peru all year round, with no "Daylight Savings
Time".

Who's right?
