[HCDX]: UTC versus local time for Latin America?

Perhaps this is a stupid question...I know the time differences are
shown in WRTH,
but is there any changes in local time for Central and South America for
the respective countries?

What date does summer and winter time start in Central and South
America,
or do they have winter/summertime,and is the same from year to year?

Is there a link with a compherensive list for these countries?
