[HCDX]: DXING WITH CUMBRE: Schedule changes

Hello!  Here is the latest DXing with Cumbre schedule, with changes
as of 20 April 1999.  One transmission has been dropped on WHRI, but we
have a new one via WHRA.

 
Frequencies are in kHz; times are UTC.
   
Programs are approximately 30 minutes long.
