This stn was logged here in Scandinavia on Feb 27th at 0500 UTC on
6458,5 kHz.
Address should be:

Department of the Navy, Naval Media Center, Navsta Anacostia Bldg. 168,
2701 South Capital Street SW, Washington DC 20373-5819.
v/s Wayne E.Eternicka,Broadcast Operations Specialist. 

However, I have not received any reply.  I first reported them in
November 1998.  Now I did send them my second report.
