400 KV lines are serious stuff, I have had good luck with my local power
company and RF leakage team in finding and repairing local "noisy" power
lines.
It is a concern to them, as it points to possible problems in the future
(i.e. cracked insulators,etc.).
But 400,000 volt power lines are a different matter, even if their "hf
noise" is down 100 decibals the noise emitted is still many volts running
down their "suspended long wires" !
If the Power Company folks say all is in order, than I would suggest ,
perhaps phasing two antennas to put a null in the direction of the power
lines (MFJ has a box for this), or perhaps use low frequency loop antennas
(major nulling antennas) of which they're are plenty of do-it-yourself
projects out there for you to try.
