I got this from a newsgroup:

The station on 9165 khz is the Voice of Azerbaijan (former 6110), 
schedule is

1600 - 1700 utc  arabic
1700 - 1730 utc  english
1730 - 1800 utc  russian

and propably more times. This schedule provided by "Kurier", magazine
of german-lagugage shortwavelisteners club ADDX (www.addx.de), and
they got it from the BBC Monitoring Service.
