MONGOLIA - V. of Mongolia, 12085, was fairly readable July 3 in English
starting at 1210, thanks to a tip from Joe Hanlon. There is less
interference on the USB; somewhat fluttery here, but held up until
closing at 1238 when speakerine gave English schedule as half an hour
each at 1210 to Australia on 12085; 1430 South Asia on 9720, 12085; 1830
Europe on 9720, 12085; address CPO Box 365, Ulaanbaatar 13, Mongolia.
Around 1220 had some hearty songs. She pronounces "Mongolia" as if there
were an umlaut on the middle O. After the carrier went off at 1240,
another much weaker broadcast signal was uncovered, as well as the
twice-a-minute pulses previously reported under USA [non]. I timed these
chirps at exactly 120/minute, audible between 12085 and 12185, strongest
and clearest around 12125; next day, VOM weaker, no pulses (Glenn

NEW ZEALAND - RNZI Mailbox Mon June 22 at 0430 on 17675, better at 1130
on 6100 included another interview with RNZI Chief Engineer Dave
Henderson by Adrian Sainsbury about digital transmission coming to SW.
Says it's quite tolerant of multi-path in tests up to 3 hops, but no
tests yet of short-path and long-path arriving simultaneously. Is about
2-3 years away from starting. Signal level required for high-quality
audio is significantly less with digital than analog--1/4 of the voltage
in receiver, or 1/16 of the power [output transmitted], so RNZI's single
100 kW transmitter should be excellent for all the Pacific. Features
will include automatic frequency changing by receivers, i.e. when a
station signals it is about to change; readouts can be used for any
purpose, such as name of station, name of record being played, upcoming
programming, etc. RNZI will probably start sooner rather than later, in
order to ensure a good signal for relaying by Pacific broadcasters,
preferably at first with a combination digital and analog transmission,

NEW ZEALAND - Radio New Zealand International 2151-0458, 2105- F/Sa
17675; 0459-0710, -0658 Sa/Su 11690; 0711-1206 M-F, 0658- Sa/Su 6100,

NICARAGUA - R. Miskut, 5770, is now putting 500 watts of RF into the
antenna; new equipment has been installed. Government troops occupied
the station briefly in an effort to prevent broadcast of news of a
rebellion in Mismuna. But operations have been restored and there is no
longer any interference with broadcasting (John Freeman, Tech Systems,
June 21, WORLD OF RADIO 946/ GH SW/DX Report 98-28, JUNE 22)

NICARAGUA - Checked June 22 at 1121, found weak but steady open carrier,
and programming started 1126 on USB with 5:27 time check, mention of
Puerto Cabezas, mostly Mexican music, including 1131 El Jarabe Tapatio,
perhaps as program's theme; at first would have been quite readable
except for static crashes, but did not seem appreciably stronger than
previous logs; starting to fade down by 1140, still audible at 1200

NICARAGUA - Radio Miskut 5770 Spanish, <2320-0035*, *1200>. (Ward,

PAKISTAN - R. Pakistan is now using 11795 with Urdu at 0045-0215 and En

PARAGUAY - R. Nacional inaugurated new studio facilities on Jun 18 at
2300 UTC with the presence of Pres. Juan Carlos and other important
people. They also ancd that they will have a foreign svc on the SW
outlet in En, Ge and Fr, but no sked given. (Iversen, Paraguay in NU /

PHILIPPINES-  RVA is now using 11805 via 280 deg beam (replacing 9670
via 270 deg) with Sinhala at 0000-0025 & Tamil at 0030-0055. (Alok das

URUGUAY - The two shortwave frecuencies (6055 and 6115) that were put in
a public convocation for future exploitation last Feb., among other 37
FM channels all over the country, will be assigned in the Uruguayan
countryside, according to a news item in the Uruguayan newspaper "El
Observador" in Montevideo, published Jun 27.  The article interviews Mr.
Ernesto Dehl, who is Chief of the Direccion Nacional de Comunicaciones.
Re. to SW, Mr. Dehl revealed that previous to this public notice, the
DNC carried a survey among the Uruguayan broadcasters in the whole
country in order to determine their degree of interest in HF
broadcasting. The reply from the broadcasters showed a scarce interest
in this kind of frequencies and consequently DNC just called for only
two SW new channels in order to be assigned.  Mr. Dehl added that, in
general, there were received a mean of three applicants for each
frequency to be adjudicated (in total more than a hundred applicants).
The prerequisites for applying for a new station frequency were simple,
Dehl said adding that each bid had a diferential value ranging $4,000 to
$ 39,000 in Uruguayan money (i.e. around 400 to 3,900 U.S dollars),
depending on the specific location, the different audience possibilities
and the economic resources being involved. Remaining steps to complete
the definitive permit are: the analysis of the data furnished by the
applicants by DNC (two month from now) and the final approval by the
Ministry of National Defense and the accompanying signature of President
Sanguinetti (another month to be added). When this process is finished
the new station owners will have a term of twelve months to set up the
station with an eventual extension of time, if good reasons are alleged,
for another six months. I will be trying to search for more info at DNC,

be reassigned in this country in a near future. They are 6055 and *6155*

USA SOUTH CAROLINA - [non]. Subject: Brother Stair via GERMANY moves.
Brother Stair has moved from 3945 to 3955 and 3975. I don't have the
exact schedule. I heard second-hand that he cited complaints from North
American amateurs as the reason. However, I also heard military-type
communication on 3943.5 last night (see my previous report). In
propaganda, as you know, the important thing is not what you say, but
what you don't say. What wasn't said is that, probably, the French were
among the protesters! It seems that the 3945 frequency usage was at the
recommendation of Brother Stair's US consultant, who has now learned a
lesson in the realities of European frequency selection (Bob Zanotti,

USA SOUTH CAROLINA - I asked Brother Stair about the possibility of
buying WRNO. He gave this reply: "Will not buy WRNO and never work with
Mr Baker in his perversion of the truth. He will not get that station to

USA - The June 20 Spectrum, 0200 UT Sunday on WWCR 5070, was supposed to
be the final show, or is next week's the last one? (George Thurman, TX/
GH SW/DX Report 98-28, JUNE 22) --- I tuned in late, but noticed they
were doing an anniversary retrospective; didn't hear them say they were
quitting (Glenn Hauser/ GH SW/DX Report 98-28, JUNE 22)

USA - WGTG is advertising time for sale at $50 an hour; and Dave Frantz
is also interesed in signing up "liberal" programs such as those carried
on RFPI. Another surprise FCC inspection of WGTG has taken place, the
fourth in a year, and once again they found nothing wrong. Dave believes
these are politically motivated, but in fact increase the station's
standing as technically approved by the FCC. It may be another two
months before the second transmitter is on the air, and three and four
are in the planning stages. The new transmitter is equipped to use any
of several digital systems once a standard be decided upon (Glenn

for 28.8 modems or faster. Since the program doesn't include significant
ammounts of music and is intended for shortwave, one should probably
conserve bandwidth (and money for those whose internet service and/or
phone bill is metered and are downloading) and use the 14.4 version
(Joel Rubin via Hauser)  WOR via WGTG. The June 27th version of WOR and
COM schedule I distributed to DX editors contained an error - I said
"9400" for WGTG Sat at 2330, but that was wishful thinking. I have been
urging Dave Frantz to stay on 9400 later in the summer afternoons, but
we're still actually on 5085 which starts at 2300 (Hauser)
