[HCDX]: More X-band (TIS?)

January 31 1830+ EST - someone on 1690 kHz, man and woman talking,
have heard mention of "...South of"  and ".....roadway" which leads
me to believe this is a TIS.  Weak signal and another night of
summer-like noise levels here.  A bit earlier, around 1800 I thought
there was some Spanish here but very weak.  Ideas?
