[IRCA] TP DX in Seattle on October 27

Conditions were better than average today, at least by this season's 
standards.   A few of the regulars managed to make decent showings. 
There were also lots of carriers that "almost" produced audio: 567 729 
756 891 936 945 954 964 1017 1035 1134 1188 1287 and 1323 to name a few.

As others have said, conditions were good at about 1330 but dropped off 
quite a bit by 1400.  Nonetheless, VOA-1575 put forth its best signal at 
1435-1450, and a couple of others made encore appearances at about 1440.

GOOD
693    JOAB, English lesson 1328 talking about Exoskeletons
774    JOUB, Chinese lessons 1339, strong signal.  Dropped out later, 
but had a brief resurgence at about 1440
1566    HLAZ, 1327 organ music and Japanese talk

FAIR
594    JOAK, Japanese male 1309
747    JOIB, Japanese talk 1305, English lesson //693 1328
828    JOBB, Japanese male 1333
972    HLCA, woman mentioning KBS, then pips 1300 and start of the next 
program
1053    jammer 1322
1575    VOA, talk in SEA language 1444

POOR
738    Woman talking 1301, sounded Chinese
864    faint tone at TOH 1300, maybe a few traces of talk
981    CNR1, 1301:30 ID and a few words of Chinese in the splatter
1098    Woman talking 1325, too much splatter to ID language
