[IRCA] TP DX in Seattle on Feb 17

Most of the action was at the low end of the dial today.  Except for 
HLAZ, the high end was very quiet.  There was no sunrise enhancement to 
speak of - stations peaked at seemingly random times.  Overall, it was 
an interesting but not particularly exciting morning.
