Tuning to 1390 kHz I hear an odd sound (like an Aboriginal didgeridoo) in LSB (and also 1371 LSB). I wondered initially if it was local to me here in Scotland but listening to a few Perseus radio servers in the north east of the USA I hear it on some of those receivers too. I didn't check further west or south.

Do others hear it and has it been identified, located?

Here's a recording I made at 0000 utc overnight. It's of 1390 kHz LSB although I switch to USB for the last few seconds just to illustrate the difference.

I'm hearing this signal again tonight - definitely the same as in Paul's recording. It sounds identical when tuned to 1370 USB or 1390 LSB. Since it's symmetrical around 1380, that indicates it's likely a spurious emission from a 1380 station. I haven't been able to correlate it with a particular station yet, but its strength indicates that it has to be somewhere in the Northeast. At the top of my list of candidates is WABH, dominating here tonight with a signal that sure sounds more like their 10 KW day power than 450 W night power, but there are other possibilities, such as CKPC.

More observers needed...
