[IRCA] Tip: 1710 khz "Undercover Radio" (pirate) on now at 0400 UTC

I just caught an ID and email address for "Undercover Radio" at 0344 UTC on
1710 khz and into Chris Isaac's "I want to fall in love" song. Signal in
and out and mostly fair.  As always, best here in usb to avoid 1700
splatter.  Carrier measures 1710.001 khz.  With the approaching holiday, I
have a feeling 1710 will be busy this weekend during the late evening hours.
